A commercial developer owns the property or an interest in it, arranges for the work and plans to sell. It may not do any construction work itself. It has to act with licensed general contractors, and one or more of them must have sole responsibility for overseeing all phases of construction.

If you are buying from a developer, ask which general contractor oversaw the work and look that license up as well.

The state minimums are a $25,000 bond and $500,000 per occurrence in liability insurance. A business with only a developer endorsement doesn't need a Responsible Managing Individual, so a blank in that field is expected.
