Oregon licenses the locksmith business and certifies the locksmith separately. The business must have an owner or employee who is a certified locksmith, and its Responsible Managing Individual must hold that certification.
Calling yourself a locksmith in Oregon generally takes that certification or a licensed business with a certified person on staff. Ask for the CCB number before work starts, even on an urgent lockout call, and check the person in CCB's separate locksmith search.
The state minimums are a $15,000 bond and $100,000 per occurrence in liability insurance.
