Lead Based Paint Renovation Contractor (LBPR) license in Oregon

Lets a contractor bid on and do renovation work on housing and child-occupied facilities built before 1978.

Oregon enforces the federal lead rules for renovation through CCB. A contractor needs this license before it can even bid on renovation in pre-1978 housing or child-occupied facilities. Work counts as renovation if it disturbs more than 6 square feet of paint per room inside or 20 square feet outside, and replacing windows counts.

This license sits on top of a CCB contractor license. It doesn't stand alone for a contractor, so check the general or specialty endorsement too. The business needs a certified renovator: at least one owner or employee who has finished the 8-hour renovation, repair and painting course, with a 4-hour refresher within five years.

A general contractor can't get around this by subcontracting. CCB says offering to do the renovation requires the license even if someone else does the work.

This is not a lead abatement license. Abatement is meant to permanently remove lead hazards and is a separate CCB license. Demolition isn't renovation, even in an older house.
